Leaves Pointing Down and Slow Growth of Buds

Hello Guys and Girls,

Below I have posted some pictures of my plant, I know I havn't been giving it enough light, I will be getting CFL Bulbs soon, however, I wanted to know why are the leaves pointing down from the end, and what should I do for a faster grow? How long will this take to grow ? This is a 3.5 month old plant, and it started flowering 1 month ago. Thanks !!!

water when pot feels light. pick it up and get the feel wet and dry. the pot still looks small. how big?

Dont water for a while , no nutes untill the leafs perk back up
Try to fluff up the soil so it can breath a little , more light , more yeld
but yeah x 2 too much water !

Right now I am using Incandescent light bulb, and I just added a T5 Fluorescent Tube (vertically). My plant is at flowering stage, should I add more light for a faster grow?

Wow, that looks pretty bad. I can tell you right now that you're not going to get anything out of that plant.
