Leaves deforming and curling.. HELP!

Hey guys.. I may have a bit of a problem. Heres whats going on with my plant..

It is about 3-4 weeks old and has only been given water and a little food. The problem started before any food was given. I gave it very little food with watering and it seemed effective because new leaves started growing quicker. It has lots of leaves now, but the older more mature leaves are curling up and down on the edges. If you look at the leaves that are curling they looked deformed and strange.

The first bottom leaves of the plant are the worst. They are completely deforming and look very dry.. The newer leaves look good but now some of the other leaves are curling too. I dont want to the plant to die.. I have been watering it every couple days and I let the soil dry out before she gets anymore. The leaves are a nice green but the older curling leaves turn darker green and look dry... Anyone have any ideas? I have included some low quality pics, one of the plant, and a couple of the worst leaves..

The strain is ''A-Train'' and its currently under a 200 Watt CFL / 24 hr light.
Also a fan is constantly circulating air and temps are kept under control.

I bought this $5 pH moisture meter for soil from walmart, it goes from 1-10 / dry-wet

It usually is never above 7.5 and never below 5.5 but i have seen it high..

The nutes are 20-30-20 but the problem did start before any were given.. It is Shults All Purpose Plant Food for househould plants..

It is bottled water from Nestle.. I have let it sit to become room temperature and mixed it with plant food.. I only water when the soil is dry about an inch down.

It sounds like you've got most of your bases covered. It could be a pH fluctuation or some other issue like bad genetics (some plants just have leaf issues). What is your soil?

If I were you I would back off of the nutes for a while and just give it water for the next week or 2. The damaged leaves probably won't recover but this will give you time to evaluate what the problem might be. Doing too much will wreck your plant quicker than doing nothing at all. Get a magnifying glass and look for bugs as well (it doesn't look like bugs to me) just to be sure. Best of luck my friend.

Ok thanks. I am using soil a friend gave me so im not sure, but i mixed it with Magic Plantation Potting Soil.. I have another plant just in the potting soil and it looks fine, ph is perfect, but with this plant, i have a feeling its only gonna get worse and deform all the leaves.. Im scared to repot it as im a noobie and i dont wanna damage roots or anything..
