yes, your plant will still veg under this light, you can even use 18/6 and still be fine.. the ony thing that the 2700k may cause is some stretching in your plant..
i would say that you will be able to grow one plant under the light with no probs..

okay sound good will let a friend know he is running a few under hps and need to make something cheap for his new patch of clones...

Plants tend to want to stretch when veged under 2700k. That light will be good for a little while. Once they get bigger you could add side lights.

To me it's not how many plants you can grow under the light, but how many you can fit in the space.

edit: being a slow typer made this pointless...bongsmilie

I wouldn't go any bigger than a 1'x2' footprint with only that bulb , and go for two plants. Maximum reflective surfaces on all sides of the space is a must when using CFLs. At 40w CFL / sq ft - I get perfect veg and acceptable flowering. Bump it up to two of those lights in that space and you should be in great shape for two plants. I don't suggest anything smaller than a 1'x2', thats why I would prefer the extra bulb - or bulbs, you can supplement with cheaper 23 watters. You will need some good ventilation for that much wattage in a small space. Hope that helps .. :peace:
