is this normal?

i've posted before about my single plant that i've been growing since the end of november. I only have cfl bulbs. the light has been on for 24 hours up until 2 weeks ago then i changed it to 18 on 6 off and my plant is still small. It has a pretty good amount of leaves and new growth. It has maybe 4 nodes. Its just shy of 4 inches tall also. But it has really hit a growth spurt tho the past week. QUESTION is:

Is my plant doing good for a month and a half old? pic is attached

seems small to me for that old... I get 2 to 3 inches of growth per night when my plants are that size...how much do you get a night??

i barely get a lil leaf to grow big in one night. i have no idea what im doing wrong to cause her to grow so slow. i have 2 6500k 29 watt cfls and 2 soft white 2300k cfls that put out a total of aprox. 7,400 lumens. would fertilizer help a lot? like the correct expensive kind?

should i make the final transplant now to a bigger pot? this one is quite little. and the plant is taller than the pot is high.
