Is this Fan any good ?

my tent size is going to be 80x80x160cm and i will be running a 400 watt hps bulb

Its pretty small, but your grow space is also pretty small. I ran a 540CFM fan for a 55x55x150 but it never ran more than 50% power. If noise is a concern, I would get a bigger fan and run it on a lower speed. The nice thing about going over-sized, is if you expand your grow space, you wont need to buy a new one later.

I use a Tjernlund M-6 with a Variac auto-transformer for speed controls, not overly expensive either:

I run a 400 in a 1.2m by 1.2m tent and I use a 10cm inline through a carbon filter my temps don't get higher then 34degree and that a hot day outside
