Is this a genetic or environmental issue?

CSI: Humboldt Loompa Headband x TK seedling going into veg has wrinkled leaves. Environment is in a good range. Is this just a mutation of some kind or is the plant trying to tell me something? My other plants all look fine. I appreciate any info!

Early life stresses like water swings, temp swings is the only thing ive been able to tie anecdotally to wrinkled/warped early veg foliage. They grow out of it. Sometimes they even psuedo top themselves and meristem development stops, while side branches keep on trucking.
