Is this a CFL?

I am a bit unsure whether this is a CFL as I am not to sure exactly what they are.

Thanks captain I appreciate it, now the only other thing is how many of these would I need? I'm looking for a set up I initially set up and never have to swap bulbs over for vegging etc so could any one tell me from that page what combination to get?

Also how complected would it be to get something to plug these into?

plug to socket adpaters at walmart ace menards and y splitters

and a standard surge
