Is Mills to strong?!

Okay so I started running Mills on all of my plants and my plants in flower look amazing, but for some reason my veg plants are getting burned bad or messed up not fully. I would love some advice before I just stop using them all together lol

Im assuming that's coco?
Are you feeding to run off, do you measure the run off?

It’s soil (pro mix)
We water till run off last night going in the tds was 1045, and going out was 1508, that is larger plants the small ones I did not test run off unfortunately
 
Have you ever considered switching to coco?

Are you using the full mills line what feeding chart are you following? Low, medium, or high feed
 
I followed the line to the tee and it sucks. Like it’s ok in veg but something is def wrong in flower. Buds stop growing and mature way to early causing terrible yields.
