Is flowering the sam thing as budding?

Hey guys, i've seen people use these 2 terms often. Does budding mean the exact same thing as flowering? Or is flowering when pistils start to produce and budding when actual buds start to produce???

The terms are interchangeable. Flowers are the base of the buds. If your plant is flowering, it is producing buds.
