Inline fan question

Hey, I have a few questions. I found an extra reducer laying around, and was wondering which side to attach it to, or even if i should attach it if it should help. Below are some pics of what im thinking of. If i attach it on the right, makeing the fan push the air through a smaller hole, would that make a positive difference? or if i atttach it on the left side, and then attach the carbon filter to the reducer, would that make a difference?

And here is also a small plant that I somehow ended up with as a gift by a random person, and was wondering how he got it to bud while still really small? Do you think he just guessed the sex of the plant, and then turned it on to a 12/12 hps light cycle?

I wouldn't use a reducer if you don't need to. The bigger the ducting the better. A reducer will increase the pressure and cause more strain on the fan, leading to heat increase as well as making it noisier.
