Cannabis wouldn't make very much money if it was legalized. Competition and supply would make prices too low, thus resulting in a reduced industry. This is why it doesn't make sense to legalize it for the economic downturn. I read a report, and it would require $300+ billion to create an oversight system, make taxes work, and reform the laws. I'm not 100% sure about the black market numbers, but I would estimate that the market is worth roughly $50 billion a year with current prices. Now, if things were to be legalized, prices would drop even further, which would split that $50 billion in half or so. We would then be stuck trying to pay off our initial investment ($300+ billion) with an industry that only makes $25 billion a year or so.
Decriminalization is the way to go.

Anyone could just grow their own and not pay for shit.
with all the coffee shops that would be available people wouldn't bother making plants
and making plants without a licence would probraly be made illegal because it would be considered traficking.
Theres a solution to every problem...
You could keep the growth of it illegal, but that doesn't make a difference, as most of the people on here know.
Although I do think the majority of users would switch to coffee shops.
