I need some growing help

ok i have 2 females and they are about 3 1/2 to 4 months old and they are about maybe a little over 4 1/2 feet tall and i see the white hairs growing out of them but how long is it gonna take for the buds to start growing on them. I am using 6 compact flo. bulbs and i have them on 12hr on 12hr off for the past month or a little longer. so if anybody has any ideas plz let me know.

I would say that 6 cfl's aren't enough for 4-1/2 foot tall plants. I have 6 cfl's on mine but they only about a foot tall. Lack of light could be your problem.
