I cant figure out what is wrong with my Oaxacan Mexican Sativas...

So im currently growing some bag seed I got here in Mexico. Half the seeds turned out to be very sativa and the other half are more indica looking hybrids. Im not having any problems with the indicas but the sativas just keep having one problem after another. Im not very experienced with growing sativas anyway, what is a good PH for them? I think my problem might be that its a little too low. Its at 6.3 - 6.5. They are in their 4th week of veg (only because I just got enough money to buy my HPS lights) under 400 watt MHs. I was planning to put them in flowering tomorrow now that I have my HPS lights BUT they look so deficient, the leavesare yellowing and falling off. and some of the top leaves are curling and look burnt. But im giving them a half strength nute solution every other time I water. I just flushed them and it kinda helped for a few days after i gave them nutes again for the 1st time after the flush. But now they are back to looking like shit. Maybe its the water because im livig in Mexico, and the tap water isnt so great... but then again im having no problems with my indicas. ugh, its driving me crazy because I cant figure it out. and its so hard to get things to help with your problems here. I went through so much shit just to get nutes sent to me here. and I had to pay an arm and a leg. Im trying to order some PH up but its taking forever to get to me. so, what do you guys think is the problem? and what should i do?
