I can see small yellowish brown speckles on my top leaves please help

I really need some advice because my top leaves have little brownish tan speckles

It would help to attach pics if possible, or more information about the plant like age/feeding schedule/lights/etc.

i have a 200w clf bulb and 2 regular 100w bulbs and i water it 2 times a day its about 3 weeks and 3 days old

Much too much water. Weed prefers dry soil to grow, so water thoroughly when you do it, but do it less often...rather than little and often. Only water when the soil is basically dry is my advice.
This allows the soil to dry out in between watering so that air gets to the roots.

Too much water will drown them eventually.

The drooping leaves are a sign of under/over watering and/or heat stress, how often do you water the plant and have you fed it any nutrients? If not now would be a good time to start.
