How to best utilize 1000 watt hps and 400 watt hps

I have two flowering chambers. One has a 1000 watt hps light, and one has a 400 watt hps light.

Should I flower start to finish in each tent? Or should I start the plants on 1000 watt, then move to softer 400 watt to finish? Or start them on 400 watt and move them to the 1000 watt when they get bigger?

I say start with the 400 then move to the 1000 and get a nice perpetual grow goin. jmo

Yeah, I'd agree with tje22, finish with the 1kw. The last couple of weeks are when they put on the most weight; they'll need the light.
