Thanks for the GREAT replies. So re these added CFL bulbs, are we speaking of something like this -

In looking at the GE bulbs mentioned directly above, I don't see any kind of fixture for them, do I just rig them up so they hang next to the plants, maybe with a little tin foil on the side NOT next to the plants?

To answer the questions:
There are 6 plants which are (at least at the moment) 99% covered by the 48" fluouro fixture, they are about 5 weeks old (WW & Blackjack). The girls are in 5 gallon pails all directly under the lights, that area is about 4' x 2.5'.. The room itself (the plants only take up part of this space) is about 3' L x 9' W x 9' H. At least if I did my math right it currently has enough lumens although I do realize the more the merrier. Budgetary constraints...........
