How many 600w for my friend place?

One of my friend is asking me how many 600w with 2.6 amp ballasts can he run.
He has:
15 kva transformer on the utility pole.
4 ton new A/C Heat
2 Can Fan Max 12 489w/ea
5 Can Fan Max 10 228w/ea
Bunch of small pumps
