How does the clear CO2 tubing that comes with the Hydrofarm kit work?

Hey I bought a Hydrofarm Active Air CO2 kit. The instructions tell you to plug a small bit of hose into a T-valve that plugs into both ends of a single piece of CO2 tubing that you encircle your plants with.

How does the clear CO2 tubing work? Does the CO2 just leak through it or am I supposed to poke holes in the tubing?
