Tahmi is correct. If you're going to use HID's on seedlings or clones, you want the bulb to be near the maximum distance away that it can support healthy plant growth. For example, a good 400w can support healthy growth up to about 3.5' away from the bulb. You'd put that light about 3' away so the seedlings are as far away as possible while still getting enough light to grow. Move the lights closer as the little ones get bigger. Most Fluorescents can be a few inches away from the plants.
