Where does the green groung wire hook up to, besides the on the case??
the cord and plug should have 3 wires in it.
hot or power- black
white-neutral
green or bare-ground.

if your cord doesnt have a ground wire you should replace it with a 3 wire cord. inside wireing compartment there should be a green screw for the ground. some already have a built in ground wire so just connect it with the ground wire from the cord.
if your going to make the ballast remote, then use a #12 wire from the ballast to socket. if you have a metal reflector then connect the ground to that. if no reflector and just using the socket, there really isnt anyplace for the ground wire so i use a peice of flat metal and mount the socketon that and connect the ground to the metal.

I have a high bay ballast with the socket. I got the plug for the green, black, and white wires. I already took it apart and changed it to 120V, Com, Ground. How can I make this fixture into a dual MH-HPS ballest??

sorry but you have a magnetic ballast and its not made to be switchable. it is either a MH or HPS fixture. you will have to get another ballast made for the other type of light than what you have. or you can get a conversion bulb witch are quite pricey.
if you have a metal halide fixture than it would be best to get an hps fixture.
if you have an hps fixture than get a MH conversion bulb that will work in an hps fixture.
