Brown moth like bug hanging around are they harmful to the plant ?

I don't ever recall having moths ever in my indoor grow. Are you outdoors?

I have learned to hate all butterflies and moths. Can't imagine how that fn bug helps. Ime it is a spreader of mold and a possible birther.

Is neem oil ok for it

I'd use something specific for caterpillars like Monterey Bt or Spinosad.
