Help with tiny plants

Hi all! First off i wanna give thanks to the people that set this site up, this is an amazing set up with plenty of info. Im hopin some1 can give me some input on my problem. I have tried growing twice now and each time my plants stay very small, they stay around six inches tall. My first plant i tried I had vegging for six months and thats as tall as it got before it died. The cfl's stayed between 2-3 inches away from the leaves. Here is what i am working with:

5 23 watt cfl's 6500k
1 40 watt cfl 2700k
foxfarm grow big for veg
meijer organic soil
light cycle 20/4
temp 80 F
soil pf 7
5 gallon bucket

Oh I forgot to mention I only try one at a time cause of the lack of lights, and hps is not an option at this point. Please if any1 has ideas on why my babies stay so small I'd appreciate your imput. Sorry no pics the camera I have is no good.
If I forgot to put anyother info in here that might help let me know.

What strain are you using? To get them to grow a bit, raise the light some, they may stretch a bit, but them just lower the light to slow the stretch...

My first plant was a Jack flash, second is some high quality bag green. I raised my lights about a week ago, to about 5 inches from the foliage. The plant seems to have slowed its growth and is about 4 inches tall. Thanks for the input im deffinatly given it a try havin the lights farther out. I dont want to starve the plants of light either since the light output drops so much after a couple inches.

Dunno, do they look healthy? Could be some nute lockout too. The plants should grow just fine. It is either the genetics, or something else, nute lockout, deficiency, soggy soil, oxygen/co2 deprived. But regardless, they should grow.
You are right about the lights, far away, not much penetration. But if you want them to follow the light up, that's the only way... They should follow the light...

For the most part the newest one looks healthy, slight nute burn i figure, brownish spots, slightly curling. But that occured maybe a week ago and since then i backed off the nutes, and have been using water from tap that sits out for more than 24 hours before use. Thank you very much, i guess i was getting discouraged by lookin at how every1 elses plants seem to grow much quicker, I guess i just havent found the right optimum conditions yet.

Yeah, I'm doing it now, and flipping simple, plants are healthy, have not had an issue yet, as long as you follow Hempy's instructions.... There is a ton of variances floating around, but apperantly, Hempy's method is still the easiers and best version of the Hempy Bucket.
