Help with a new grow?

Hey everyone! In the past I made a grow box that consisted of 6 23watt cfl's that grew 2 plants. Everything went well but I unfortunetally got busted by the parents. Now that I'm living alone I would like to try growing again. I want to grow 4 plants ''Nirvana bubblelicious autoflower'' and am wondering what's everything I need?
My budget is around 300$.
So far my calculations are:
Lighting: ~120$
Box/dresser: ~70$
Computer fans: 20$
Timer outlet: 25$

Do I need a ballast? Don't really understand them completely.
Also, as far as smell, how would I go about ventilating it out? Build my own or buy one?
Grow tents seem pretty cheap, would they be worth it or no?

CFLs have built in ballasts, so you don't have to worry about that. Also, $70 seems high for a "box/dresser". Can't you just buy a plastic storage box? Congrats on cutting the cord.

Plastic storage box for 4 plants? And I don't understand which is better, cfl or HPS. HPS seems way cheaper.
And I've also seen lighting kits that were CFLs with a ballast in the kit as well?
