help restore deficiencies leaves with glass like tips

how to fix these deficiencies in soil? 2 inches high 2 sets of leaves .but really weak stem a bit streched .was watered with tap water 8.0 ph so really low absorbtions of the basic nutes npk.....none in Fe.first set of true leaves are 1 inch long but present glass-like surface from tip to half .a bit curled downwards.....sorry no camera to show better....second set of leaves is not bad at all ....and the plant it even brought up a new set of leaves.,about half cm long since yesterday.....when i gave it just a little sip of ph 'd water with low AND I MEAN LOW root stimulator and put under an 125 watt)true w) CFL........I would basically like to know if it s possible to put it in shape again completely ,and what would be the nest step.

Just let it grow...wont have deficiencies at this stage in soil..curl down probably from overwatering, no need to add stuff to soil mix yet imo

Weak stem a stretching is from a lack of lighting, if indoors put ur light closer, if outdoors, move to a place with more direct sunlight. Have no i dea what u mean by glass like tho..
