Heater

My grow area is an insulated cabinet , 4 feet wide, 2 feet deep, and 5 feet high. Going to use CFL lighting .

The cabinet will be located in my garage,
it gets down to 40 - 50 degrees in winter in the garage.

I need to heat the cabinet, anyone got any ideas, I have been thinking of using
a small baseboard heater, don't want to use a space heater, they are dangerous for continuous use.

My cabinet is in an unheated shop and gets below freezing in winter. I use a small (1000 watt) ceramic heater. I use termostate that is set to come on at 50 or so. The heater does not get hot enough to start a fire.

That's exactly what I do in my attic grow, as long as it's hooked up to a thermostat so it only comes on when it's needed there's no cause for concern. Almost all heaters that you can buy nowadays come with thermal overload protection that cuts the power if the element gets too hot anyway.
As your space is insulated, it shouldn't be running continuously. My area is about twice the cubic footage of yours and the kw heater takes about a minute to raise the temp by 2 degrees and kick the thermostat off.
