Have some new lights - 24" U-Bend and some questions

I snagged four T12 24" U-Bend fluorescent Light fixtures. They hold two bulbs each. Got all four for $20 and they even threw in an extra two 4ft fixtures. Two of the 24's have bulbs in them. I think they are 4100k 35W each (same as the MH Bulb).

I am currently vegging under a 400w MH high bay. I have 13 children that will be two weeks old tomorrow. The 400w MH is about two feet above the plants right now.

Would it be worth while to put these lights up around the walls right now? I was going to try and place them vertical on three sides accept the shower door for now.

If I don't run into some cash I was going to try and flower with this setup. I would swap out the bulbs in the u-bend for some 34w 2700k bulbs to go along with the 400w MH from above. Maybe even set the fourth light up on the shower door too. So it would be hit from all four sides with 2700k. I might even stagger them a little. Maybe put two of them about 12" higher.

I also made some mods to my crappy exhaust fan. I closed off the top shower with some MDF that I CNC cut and painted. Caulked and sealed. Ran a hose to the duct and tapped off the other side of the vent. I took out the 6" piece of glass next to the door and made a MDF panel with a 12" vent at the bottom. I put a 12" oscillating fan in the corner by the vent. Unfortunately it does not move enough air. Temps are holding right at 80. Drops to 70 if I crack the shower and bathroom door open. I am getting a nice wall exhaust fan tomorrow for $15.

What about making my own reflector/fixture for the new ubend lights and ditching the big box?

Any suggestions? Rookie here trying to learn fast...

Even if the spectrum isn't perfect, more light is always better, especially during flowering. So yes, if you don't have to worry about the heat or the electric, it would be a good idea to hook up those fluoros. It'll work out really well at the end of bloom, and the lower budsites should fill in alot better than without the fluoros. :)
