Getting ready for my first plants

Lately I've been reading up as much as I can on how to grow plants but I still have some questions:
1. How many 23 watt cfl's I'll need for a 2'x1.7' room with 3 or 4 plants in it or if that is even enough room for that many.

2. Is ph reading is absolutely necessary? I can't afford anything other than the lights.

3. Where can I get good nutes from for a good price?

4. I have no means of buying seeds at the time so I'm using seeds that I've collected from my last few buys. Any chance these will turn out alright?

5. Will a longer vegetation period produce better buds later on?

6. I live in a duplex and the closet I'm using is right against the wall with my neighbors on the other side. Will they be able to smell my plants?

i would say get bout 6 cfls (blue spectrum)
ye ph is IMPORTANT!
all nutes are diff so u will have to look into it and make your own decision
the seeds could work but could be male..

1. Figure about 200w for now, which is about 50w per square foot. You should add more during flowering. Make sure you buy the correct spectrum. 6500k for veg and around 2700k for flowering.

2. Not entirely necessary, but something you should look into when you have the means.

3. Any hydro shop will do. Plenty of online shops too, plus there's ebay. Assuming you're growing in soil, you probably won't need to add nutes for the first month. Focus on getting some good flowering nutes. There are lots of brands to choose from. I use and recommend Fox Farm's line of nutes.

4. Nothing wrong with growing bagseed. If you don't fuck up, your final product will likely come out better than the bag the seed came from.

5. Yes, but this is irrelevant if you don't have enough vertical space to take advantage. Due to my own space limits, I grow 3-4 footers. For my next grow I want to keep it down to 3ft. Keep in mind that your plants will stretch 2-3x after you switch to 12/12. This will give you an idea as far as when to induce flowering.

Thanks, helps out alot.
But since I'm not using a ph tester I'll need to know what can make the most change to a soil's ph.
And height isn't a problem for me as the area I'm using is about 9 or 10 ft tall.
One more question:
Is pruning better to do early on or later to provide a larger harvest? I've heard that after the first 4 weeks of growing, pruning will cause the plant to take up a wider space and provide more buds.
