Is putting a small amount of plant food and with the germinating from a seed bad could it burn up the seed? Or is it good for it?

The cotelydons that the first leaves emerge from have everything stored in them to keep the seedling alive for at least a week. Once it's shown it's first true set of leaves and they're of decent size, go ahead and start feeding it.

Theres a whole lot more to it than that. What are you growing in? Most potting soil has enough nutrients to get you through a month or more.
