Foliar spraying at night- danger of root rot and fungus?

Was reading over a guide about plant problems and it said

To protect them against bud rot for outside. DO NOT foliar spary at night, doing this the heat will not evaporate the water as well because it is night.
Water the plants in the day instead of so close to being night. Same as foliar spraying.

And it included that watering in the daytime is better also. Well, I don't water at day and I foliar spray at night with neem oil which it also said is one of the wonder cures for fungus and bud rot. So I guess I can't really cause mold or rot by spraying the treatment on at night, can I?
