Flowering Question

I moved some plants outdoors after veging inside under 24 hour light. The plants were a bit undersized (12-18 inches), but were about 8 weeks old. They have been outside for 15 days with no signs of flowering, although they are growing.

How long much longer do you think until I can determine that they are not going to flower (basically that they are still in veg state)? I live in So. Cal. and we're getting about 12 hours of daylight (13 hours of visible light).

It isn't even close to time for mother nature to begin the flower cycle. That is months off yet.

I don't think you understand the question. The plants were veging with 24 of lights indoors. They are now outdoors with 12 hours of light.
