what type of light is it, a cfl style one or t5 tubes? You should be able to get it close, like within three inches to the top of the plant, but a curly style bulb and reflector may have to be higher up to get the appropriate coverage... pics maybe?
my T5's are 2" away

this. i assume you have a few sets of leaves by now. as long as the airflow is good you should put them as close as possible at this stage.
