First Grow .. Adivce needed [pics]

Hello everyone,
I am currently experimenting with my first grow. I have been reading these forums for about a year now, and always wanted to grow. I now have my own space to do it so this is my first attempt.

My setup is as follows:

Fox farm ocean forest soil

4- 42 watt 6500k

2- 42 watt 2700k

4 – 27 watt 6500k

2 - 10.5 inch reflectors you get from home depot.

3 plants are in 2-3 gallon pots while one, my biggest plant, is in a 16oz solo cup.
4 plants: G 13 White widow, barneys farm Chisel ( NYC diesel X big Buddha cheese)
and 2 bag seed both some dank haha.

I am currently running a 24/7 light schedule and temps range from 80-90
mostly 85

I have a couple of questions that I need advice on:

1.)One of my bag seeds, Currently biggest plant, has drooping leaves I think it’s either from over watering or maybe lack of root space; it is currently been growing in a 16oz solo cup, ive been watering every 3 days. Any advice should I transplant it to a bigger pot .. pic below

2.)After I germed white widow and planted it in soil it has not yet popped up yet its been 5 days, should I be worried about it?

3.)Since im using CFL’s they are close to the soil. Does the heat from the CFLs dry out the soil quicker? and should I water more frequently I am currently during every 3 days but might experiment and maybe do every 4 or 5 days.

4.)Im growing in a closet attached to my room right now and at night I close the closet door and sometimes temps get up to 90 degrees, so im thinking of switching to 18/6 so in the night the grow room with cool down. Will swiching from 24/0 to 16/8 cause stress to the plants after they have been growing in a light cycle of 24/0?

Any advice will be appreciated thanks you guys.

it could be both id transplant it to a bigger medium, and just water when its dry 1-2in down into the soil or when the cup is really light.
