I think this overclassification is a very valid point, regardless of who did what. There should be strict standards for what is qualified to be classified, who can classify information, and how long it should stay classified for. Much stricter rules about who can check classified information out, and where they can take it, need to be implemented, immediately.

would it be that hard to set up a secure terminal in a WH meeting room, which is the only place classified documents are allowed to be viewed, and the terminal is wiped daily? seems like that ought to be fairly simple to implement.

it wasn't really an event, just an analysis of the classification system, which is apparently routinely abused by some politicians and security officials.
50 million documents a year get classified, and we aren't declassifying more than ten percent of older records.
to keep up with all of that, and to police the abuses, would require a massive amount of employee hours, and a massive number of employees to put those hours in.
records are very often classified for poor reasons, to save someone embarrassment, or to keep attention from being paid to things that would be inconvenient, or incriminating for someone involved, to cover up incompetence, or to just be a pain in the ass to a rival agency...
it's needlessly complex, and almost entirely unregulated, and leads to embarrassing situations like the ones taking place now.

that's one of the many problems that needs to be addressed, once an individual leaves office, they should have no further power over or access to any kind of classified documents.
re-categorizing is also not really a problem, the sheer mass of documents, and the amount of them that should have never been classified to begin with is the largest part of the problem, as well as documents remaining classified for 25+ years...
