the fan says dc 12v 0.27A so just do what you said
It'll only draw what it need... The higher the amperage rating the cooler it'll run... Think about it this way, in the future if you decide to add addition 12v fans you'll be covered and then some... Even if you go with a 600mA or 800mA plug @ 12v you'll be fine... BTW i'm a second year electrician so im not talking out my arse...

If you have a old cordless telephone or answering machine that you dont use anymore just cut the dc converter off ( adapter wires) and connect to your fan just make sure it says 12v .

would it work if i spliced the fan onto a 12v cell phone car charger then used a cell phone car to wall adapter , it would be three pin
wall plug with a car charger hole on front an i just plug it in sounds ok doesn it ?

yes as long as its 12v and you are splicing in to the 12v side of the converter, not the 120v side . those pc fan really dont move much air, if your just looking to move air over a light there fine ,but if you want to move air in room small set up better go to wallmart in the auto section, they have nice 12volt 8' diameter ' osilating fans with a nice clip to lock on anything, and then use that 12v converter you already have. The fans are like only $9 or $10 and they move a lot of air and osilate, they come with a off and on Switch and a off and on osilate switch as well..
