Energy and authorities

I was just wondering how much energy you could use more than your normal consumption before red flags are raised?

I work on 1000 watts per bedrooms in a house as a safety level = normal usage aside from what you would use in water heating and cooking. If power companies are dobbing in people who use that ratio then the cops would have a list of houses to investigate from here to the moon.
