Okay. I'll try to explain, but i think the map will say it all.

I have a 14/3 coming into my grow room hooked to two 15amp breakers.

I want to put in my 240v timer first.

From there it will go into my existing 120v timer

The 14/3 feeds four outlets after that. Each outlets top and bottom plugs are on different breakers.

the timers feed into plugs. The 600 watt/240v HPS in one the 400watt/MH into the other.

The ballasts then plug into outlets that feed into my flowering chamber.

My questions are as follows:

1. with how my ballasts lamp cords plug into outlets, then a 14/3 goes from that outlet to another outlet, where the lamps plug into it. Does it matter that one ballast is 240 and the other is 120?

2. Will this wiring diagram work?

Note, in the writing under the first picture i said 14/2 but i meant 14/3

No that could kill you. For the 240 you need a double pole breaker.
That will make sure the entire circuit trips instead of one side.
Having one phase out could lead you to believe that the circuit is off.
Half of the circuit would be energized.

aaahhhhh i see. I am currently using two breakers. So i swap those for a double pole. Can i still split my 120V after the 240V timer?

Yes if you want to be technical put a sub panel for dividing the 240 back to 110. It is good to divide the phase evenly because the imbalance of the load puts current on the neutral wire:)
