Early Girl? 6 Wks of Flowering & no bud Please Help

Hi, I'm a newb and a first time grower and I'm wondering if theres something wrong with my plants or something else. After 6 wks I have pistils at just about every site but thats it. After being told it would be ready to harvest around now I'm figuring somethings wrong, whether it be not enough light, wrong nutrients, etc. if anyone can help i'd appreciate it I'll try to give as much info as possible:
It has been on 12/12 for 6 weeks, they are in a closet that has no leaks and the door shuts fully. The plant was grown from seed and is almost 4 feet growing under 750w of CFLs, there are 3 smaller plants in the same closet that just started flowering, there was also a male that got pulled the 2nd week of flowering so its never been alone. I was using peters professional for feed and switched to bone meal banana peels and eggshells watering like every other day. Not sure what else to say besides thanks in advance for any assistance. I have included a pic of the top if that helps.

how far away are the cfl's?

if you dont have any light leaks, then idk why it is sooooo under developed for 6 weeks. should have nice swelling buds by then. i just started week 7 today, and all my buds are like 4 inches tall (average) and 2 to 3 in diameter, maybe a lil bigger.

That looks like a plant that is just showing sex, like week one or 2 tops. Are you sure the wattage of those cfls is te actual wattage or wattage equivalent? It doesn't really look bright for 750 watts. How far away are they from your plants? Did you veg the plant before switching to flowering? If it doesn't have womething to do with lights, maybe it's someone's sick idea of a joke to give you a long flowering strain and call it early girl, where did you get the seeds?

4 weeks veg +2 weeks flowering =6weeks?
