Dutch Master Liquid Light and Penetrator

So today my friend brought me some stuff he got free from a hydroponic convention. Its Dutchmaster Liquid Light and Dutchmaster penetrator. I was wondering does anyone know about this stuff and is anyone using this stuff. He said the liquid light your supposed to spray on the leaves as a foliar feed and it makes the plant absorb light better or something like that. Anyone know anything?????

Does the Liquid Light list the ingredients?
I've used the Penetrator which appears to do what it says tho.
