Duct Fan Question. Could It Draw Cold Air In?

I was wondering about these Duct Booster Fans. Does it have enough power to draw air from ouside in? Good enough to do some sort of cooling or bringing of new air.

300cfm isnt' that alot of power?

From the research I have done, those seem to be the cheapest fans. I have not ever talked with anyone using them though, except the guy a the local shop, which told me they don't sell them, because they don't work all that well. They sold the "Can-Fan". From what I read, most people pull the hot air out, and let ambient air temp in.

lol cheaper at home hardware

6inch duct fans work well, the 250cfm kind, they vibrate like shit though and you may have to oil them up from time to time if they get dirty. also one of these $25 fans can keep a 400-600 watt light cool to the touch
