ok i know i need a carbon air filter with an inline fan. Now my question is how do u set it up. does the carbon filter go first then put ducting and then put the inline fan and then more ducting leading outside of the grow room. Also by just using the carbon air filter do i need to worry about any smell. Another question is can i do wat they call "scrubbing" and just have it keep recycling in the room or will this cause problems

Yep, that's the recommended way to set it up, although some people have their CF at the point of exhaust instead, and blow into it, rather than sucking through it. It's best to use it in the way you described though.

A working filter should remove 100% of the smell, at least until the carbon gets saturated, and needs replacing.

Scrubbing the air will help cut down on the smell, but your room still needs to be exhausted regularly to remove heat and CO2-depleted air, which should then be replaced with fresh air. It is possible to run a sealed room if you add supplemental CO2, and an AC unit to keep control of temps and humidity, but this can be expensive, and complex to set up.

I have heard arguments for both methods.. Placing the CF in the room and drawing air through it, and placing it outside and pushing air through it. Is there an actual reason for or against either one?

Many filters have a prefilter sleeve to trap larger particles before they come into contact with the carbon. This sleeve extends the life of the carbon when air is pulled through it first, which won't happen if the CF is at the end. Also, it is better to filter the air as soon it exits the growroom, since any leaks in the ducting before the exit would allow smells to escape otherwise.

It usually works okay to have the filter on the end, if you take the above into account and seal your ducting well. The advantage to having it outside the growroom is to maximise flowering space, and also to act as a sort of muffler at the exit point. However, I personally would put the filter in the room if there is enough space, and use a proper muffler on the exit if needed.
