You can. But you don't have to.

If their in the ground you can water them straight from your water hose and not worry

I'm just curious because a friend of mine is asking for help and I'm doing indoors and I told him to check ph and ppm for great health.

it would be a sensible precaution

and the more so if its your first grow

often growers will fertilize the soil with organic matter

a month or so before the plant out

the more info the better?
