Do females produce seeds in the buds just not nearly as many as males do?

males dont produce seeds, they produce pollen. female produce seeds in bud only when pollen is introduced to them but when they produce seeds they dont produce as much bud

they dont produce a few seeds in them even if pollen is not introduced to them?
