Cutworms in my Compost?

I have from time to time come across cutworms while turning my compost, I would expect it outside. But last week after a harvest I found a glassey cutworm snuggled against the bottom of the grow bag. My question: Are cutworms only a threat to seedlings?

You can make a bait ball from rolled oats/bran, molasses, and BT-k. Works for grasshoppers outside also.
Just put it in the compost and planters, hopefully they will eat that instead of the seedlings.
Bt-a is more effective against cutworms, but harder to source in small quantities for small gardens
