Cream Caramel stunted growth with pics

Hey guys, its day 36 of my grow and iv recently topped her but she seems to be developing very slowly, any advice on how I can encourage larger growth?? (under a 400w HPS, simply feed with miracle grow)

it can take up to two weeks for a girl to start growing vigorously again after being topped, how long ago was she cut?
