Surely you are not suggesting to grow 42 1/4 square feet with a 600 watt HPS?
I would say a 3'x4' area, 4'x4' at the most! But he's right about equating your lighting to "area" rather than "plant numbers".
"How many" can only be determined by experience and considering what size you want to end up with and what "method" you use to grow.

Of the various charts or listings of what footprint size each wattage HID light will cover this seems to be the closest to being accurate. Some are way different and some are slightly different but this one seems to be pretty close overall.
　
My advice is if someone falls into somewhat of a gray area where one light should just handle it, like at the max of what you are expecting to actually need, if it fits into any and all possible economic concerns and or other plans always upsize to the next higher wattage HID light.
　
If someone can do that, and of course does it right, they will never later regret it but if they go with what they think should be just enough as many times as not sooner or later they will regret not rounding up instead of rounding down.
Primary light (no natural light) coverages for the different grow light wattages are as follows.
