A more powerful fan ought to help. Make sure your intake from outside is clear and allowing cool air to come in. Also, if you have a remote ballast for your 400w, move it out of the box - it generates a lot of heat. If it's not remote (ie its built into the lamp), consider investing in a lamp with a remote ballast, or rigging your outtake so it sucks through the lamp, taking most of its heat with it.

I have sort of a similar problem because my cab is inside a closet. Do you have a picture of your setup? Where are you exhausting the heat to? If its circulating in the room and you have the central heating on in the house, you may wanna start by installing a vent for the room where you can close it completely while the heat is on in the rest of the house and open a window to let cool air in from the outside. If you crack it enough it should even out the temps in the room. But those 400 watts kick out alot of heat for such a small cabinet. I came across a thread a day or so ago where someone said that the 250w HPS isnt as hot and its more ideal for the smaller cabinets that are designed for running those cool tubes. I'm vegin with CFL's til I figure out what Imma do for flowering.
