Closet Grow Need some advice

It is now time to harvest my outdoor plants and figure out a way to grow indoors. I have a closet that is 96"H 36"W and 22" deep.

I was thinking about having three layers for each stage.

Germination - On top with some fluoro's

Vegetation - In middle with MH light 400W

Flowering - On bottom with 400w HPS


I have a couple of question..

1) Can I get a ballast that allows me to have MH and HPS running at the same time.

2) Is there any problem with what I am planning.

3) Should I get an enviromental controller and if so what kind or model.
