Clone

So I've got this bubble box full of clones. They are being very slow to root and after nearly two weeks of sitting there, they are starting to show leaf issues.

Here are the details:
Its a small 5 pot bubble cloner. however i have been keeping the water level low enough that i doubt the aerator is doing more than helping to oxygenate and humidify. I keep things moist with a spritzer bottle directly to the rooting medium, which are your standard cubes. When I took em I dipped them in rooting powder and placed them in the cubes.

I have no heat pad so the medium temperature at night may be fluctuating a bit more than is optimal. Conditions are always pretty humid and they sit under a humidity dome positioned below a 23w cfl.

The upper growth of most of the clones has started to look decayed, as you will see in the pics. I am wondering what, if anything I can do about this. Is it some deficiency related to them being for 2 weeks with only minimal root regrowth? What can I do to prolong their life and give them a chance?

They are pretty leafy. Did I leave them with too much foliage when I cut them, and they've been slow to produce roots because they are supporting so many leaves?
Any ideas would be appreciated.

when I clone I use jiffy pellets and put them in ziplock baggies and blow them up like balloons.. looks like humidity is to low, the baggies work like little greenhouses and keep the roots warm and doesnt let the moisture out.
