Medical marijuana patients in Roseville who grow their own pot will have to keep their gardens indoors under an ordinance the City Council will consider today.
The proposal makes it a fineable offense – even for users covered by Proposition 215 – to grow marijuana outdoors. A 2005 council action banned marijuana dispensaries within city limits.

And some of the blame for this lays squarely on the people who aren't bright enough to be at least little discreet when growing in closely spaced residential neighborhoods.

In other words: This is why we can't have nice things.

nobody can understand the law, it says in MI, locked enclosed facility, thats all, it dont say anything about needing a roof. i guess just be happy we can grow at all

They have a very tough stance on MMJ here in Roseville (I work in the city). There was an explosion in a garage here as well from someone making butane hash a few months bac so I can see them going after indoor cultivators in the near future as well.

Also looking into the wording of this they are going to rule out greenhouses as well.

Under the ordinance, cultivation would be limited to 50 square feet at the grower's primary residence within a "fully enclosed and secure structure, with foundations, solid walls and a roof."

Lighting would be limited to 1200 watts but they don't mention that Roseville Electric is super expensive compared to SMUD. :(

Looks like the fight is coming back! Glad that I am in Sac County. :)

This is bull $#!T. . . If they do this then they need to up the limit that we can grow in roseville and rocklin if rocklin passes this too. Because there is no way you can get the same yeild off one plant indoor like you can out door.

It's not just conservative areas. Ukiah is the County seat of Mendocino. --Not exactly a conservative hotbed...

Outdoor grows are prohibited within the city. And here are the requirements for a grow structure:

FULLY ENCLOSED AND SECURE STRUCTURE:

A space within a building that complies with the California building code, as adopted in the city of Ukiah ("CBC"), or, if exempt from the permit requirements of the CBC, that has a complete roof enclosure supported by connecting walls extending from the ground to the roof, a foundation, slab or equivalent base to which the floor is secured by bolts or similar attachments, is secure against unauthorized entry, and is accessible only through one or more lockable doors. Walls and roofs must be constructed of solid materials that cannot be easily broken through, such as two inch by four inch (2" x 4") or thicker studs overlaid with three-eighths inch (3/8") or thicker plywood or the equivalent. Plastic sheeting, regardless of gauge, or similar products do not satisfy this requirement. If indoor grow lights or air filtration systems are used, they must comply with the California building, electrical, and fire codes as adopted in the city of Ukiah.

But yeah, they have to find it first. Google Earth proves that many people are still growing outdoors in the City. And it is policy to educate, not incarcerate. I haven't heard of the cops doing anything about outdoor grows without a complaint filed first. And even then they just tell you to remove the plants.

Thank goodness for the overall Cali state laws. If the peeps in this area made up the state laws, Cali would be a lot like living in Arkansas.
