Choosing Strains for Commercial Growing

I live in an area where recreational MJ use was just legalized. The specifics regarding commercial grow operations are still being worked out, but I am planning to apply for a growers permit as soon as submissions are accepted. I have access to many thousands of square feet of warehouse space at a very low cost, possibly free, that would make a terrific grow area. At this point I am working on developing my base strains that I will use to launch production when the time comes. I have only grown about 20 plants in my life, but I had good results. I am also an avid researcher and meticulous planner, so I think that is going to help me succeed in this endeavor. I have about a year to practice technique and develop some quality mothers to use to begin.
At this point I am looking for advice on choosing my base strains. I was overzealous when I first started looking into this possibility and ordered some seeds before doing a sufficient amount of research. I ended up ordering Cookies Kush from Barney's, Kockout from Advanced Seeds and Critical Jack Herrer from Delicious Seeds. If I had the opportunity to do it again I wouldn't have ordered from any of these breeders. I would likely instead look at TGA Subcool, Reserva Privada, Serious, Mr. Nice, Grand Daddy Purple, etc. I will in the future look at other breeders, but I need to use what I already have coming.
Now I have read that serious commercial growers won't use seeds from commercial breeders and seed banks, and will instead opt for clone only starts from more exclusive genetics. I have the option to grab some clones of some ok strains, but I would really like to start with some things that are not established in my area.
That said, my first question is how should I go about choosing my strains? Should I work on trying to find good clones? Or can seeds from an established breeder with popular crosses work well for a commercial operation? Second, if I do go the seed route would it be better to focus on popular hybrids with name recognition? Or would it be better to focus on more stable strains with less phenotype variation? Then, if I get good enough, I can use to make my own hybrids? Finally, in order to stay legal I am going to need to focus on developing about three starter strains. When I initially ordered seeds I tried to focus on one indica dominant strain, one sativa leaning hybrid and one mostly sativa. Is this a good approach? I thought I would like to try to cover the spectrum of demand as completely as possible with these choices, which isn't exactly easy when limited to 3 strains.
I will be using the next year to work on my techniques, studying phenotypes, breeding mothers, and building out my grow space. If anyone could provide any advice for someone in my position I would certainly appreciate it. Also, if anyone wanted to recommend quality strains that would be suitable for me I would appreciate it. It can be difficult to wade through all the marketing when evaluating strains in order to identify truly great choices.

You'll be entering a world where most growers have years and years of growing success. Growing 20 plants over a lifetime is far easier to be successful than growing 20+, assuming more like 100ish, plants in a commercial setting. That aside, for your first run I would recommend finding quality clones and work your seedling/pheno hunt while you let the clones do their thing. That way you don't have to deal with the problems that arise from growing multiple seed strains all at once. Just do the seeds in a side room and find the pheno to mother out. Good luck.

Critical Jack Herrer from Delicious Seeds is one of my favorite strains. It's quite potent, grows vigorously, doesn't stretch too much, and finishes fast. I've been cloning from one feminized seed for 2 years with no deviation from original yet. Good luck man.
